After matching bids, contractors selected via draw


Ahmedabad: The Ahmedabad Municipal Corporation (AMC) on Monday chose two contractors via a draw for a Rs 6.15 crore manpower supply contract after eight agencies submitted matching bids for providing 100 junior clerks and 100 case writers.
The health and solid waste management committee reviewed the proposal but deferred the decision to the next meeting. According to AMC officials, the state govt allocates funds for outsourcing staff for city hospitals and urban health centres. Of the two companies selected, each will supply different categories of workers.
At a previous committee meeting on Feb 28, 2023, officials approved a Rs 7.2 crore two-year manpower supply proposal for AMC healthcare facilities. The bidding process saw the participation of 11 contractors, 10 of whom submitted identical quotations. Officials resolved the situation by conducting a draw to select three contractors for equal distribution of the manpower supply contract.
The AMC and its affiliated organisations heavily depend on an outsourced workforce. The annual outsourcing expenses are approaching the Rs 100 crore mark, with projections indicating it to go even higher.
A recent tender for 2,200 security guards alone is estimated to cost the civic body Rs 35 crore per annum. Entities like Sabarmati Riverfront Development Corporation Ltd., Ahmedabad Janmarg Ltd., and SVP Hospital operate primarily with outsourced staff, leading to substantial expenditure. The municipal commissioner has requested detailed reports from all departments regarding their outsourced workforce numbers.
