Gujarat govt launches GCC policy to attract Rs 10,000 crore investments and create 50,000 jobs | Ahmedabad News


AHMEDABAD: To lure investments above Rs 10,000 crore and create some 50,000 jobs, the Gujarat govt unveiled the much-anticipated Global Capability Centre (GCC) Policy 2025-30 on Tuesday, introducing a comprehensive set of incentives aimed at positioning the state as a leading hub for GCCs.
The policy offers capital expenditure (CAPEX) assistance ranging from Rs 50 crore to Rs 200 crore and operational expenditure (OPEX) support ranging from Rs 20 crore to Rs 40 crore.
The policy also provides a 7% interest subsidy on term loans under the Special Incentive Policy, capped at Rs 1 crore per year, in addition to 100% electricity duty exemption for five years.
Category-1 units with Gross Fixed Capital Investment (GFCI) less than Rs 250 crore will get CAPEX assistance up to Rs 50 crore and OPEX assistance up to Rs 20 crore.
Category-2 units with GFCI more than Rs 250 crore will receive CAPEX assistance of Rs 200 crore and OPEX assistance of up to Rs 40 crore. CAPEX components such as construction and purchase of the building, computers, software, networking-related hardware, and other related fixed assets (excluding the cost of land), Stamp Duty and Registration Fees, and Renewable Energy Expenditure will be covered.
The new policy aims to set up at least 250 new Global Capability Centres (GCCs) in Gujarat to draw investments worth Rs 10,000 crore and create some 50,000 new jobs, thus strengthening the state’s position by attracting multinational corporations (MNCs) to foster a thriving GCC ecosystem.
During the launch, Chief Minister Bhupendra Patel stated, “Gujarat is rapidly emerging as a global technology and innovation hub. The GCC Policy 2025-30 is a strategic initiative that strengthens Gujarat’s position in the digital transformation journey, fostering a high-value, innovation-driven ecosystem. This policy will attract global players and create thousands of employment opportunities.”
One of the highlights of the policy is the employment generation assistance, which provides one-time support of 50% of one month’s Cost-to-Company (CTC) for newly recruited local employees retained for at least one year.
This assistance is capped at Rs 50,000 for male employees and Rs 60,000 for female employees. Additionally, employers will receive statutory EPF contribution reimbursements of up to 100% for female employees and 75% for male employees under the Atmanirbhar Gujarat Rojgar Sahay Yojana.
The new Gujarat GCC policy also offers a skill development incentive, offering a direct benefit transfer of Rs 50,000.
This will include up to 50% reimbursement of course fees for working professionals and up to 75% for undergraduate and graduate students.
The policy also includes financial support for quality certification, covering up to 80% of certification costs, subject to a maximum of Rs 10 lakh for up to five certifications.
Over and above the incentives laid out in this policy, GCCs can also claim incentives under ICT and Deep Tech Incubators and accelerators. Startups using GCC incubation/acceleration can also avail incentives under ICT & Deep Tech Startups.
The policy aims to support businesses across various domains, including technology, finance, analytics, engineering, and research & development, by offering a robust incentive framework. With major infrastructure projects like GIFT City and Innovation Clusters in Ahmedabad, Gandhinagar, Vadodara, and Surat, Gujarat is set to reinforce its position as a premier GCC destination, according to the state govt.
NITI Aayog Director, Debjani Ghosh, GIFT City MD and Group CEO, Tapan Ray, and Principal Secretary, DST, Mona Kandhar, along with other entrepreneurs, were present during the launch ceremony.
